I’m Stuart Morton, a Development Transport Planner with over 20 years of experience delivering expert transport and highways advice across the UK and internationally. I specialize in guiding development projects of all scales through the complex landscape of  transport planning and policy. 

I bring depth of experience, from working across both sides of the fence. I’ve advised developers as a Consultant and served as a senior Highways Development Planning Officer for a Local Highway Authority. This gives me deep insight into what works, what could work, and what certainly doesn’t work when navigating development proposals through the challenging planning process. 

I believe in providing pragmatic, solution-focused advice that’s both commercially aware and grounded in robust policy understanding which stands up to the most rigorous scrutiny. 

My expertise spans the complete development lifecycle, from initial feasibility and constraint identification through to complex Section 106 negotiations. I regularly prepare Transport Assessments, Travel Plans, and transport strategies for developments ranging  from 50 to 6,000 dwellings, and frequently serve as an Expert Witness at Planning Inquiries and Hearings. 

Beyond the Office you’ll find me on my bike(s) or on the water. Its always nice to be able to combine these with work or meeting colleagues.
